And the NYPD's excessive overtime expenditures have been an issue of concern for many years now.

I assume that after all these years NYPD has a good understanding of the preliminary drivers of the increase in the NYPD's overtime expenditures.

What steps have you taken to shift resources to provide staffing to provide staffing in those areas where overtime usage is more prevalent in order to reduce the reliance on overtime?

Chair, we have transferred nearly a thousand officers now from desk jobs back out into our transit housing and patrol commands.

And so those steps obviously will have an impact on overtime spend.

But that's only a piece of it.

We also in the month of January put in place a uniform overtime plan which set clear thresholds for our uniform officers based on assignments about how many hours of overtime they can work.

Now obviously there are going to be exceptions when people, circumstances happen and people have to work over that threshold.

But we also put in place a process for documentation and accountability so that if we do see overages we can explain it.

That work is being overseen by our first deputy commissioner with the assistance of our deputy commissioner of management and budget.

We have also required that each command have an overtime compliance officer in place, someone who is actually accountable for managing it.

So the combination of both returning officers from desk jobs out into the streets and putting tighter management controls on overtime I believe are delivering the results that we are beginning to see in the month of January and February.
