Council Member Susan Zhuang introduces two new bills aimed at improving street safety and cleanliness in New York City. The first bill, Intro 1218, requires warning signs near speed cameras, while the second, Intro 1217, mandates a 10-day response time for rat and pest complaints to the Department of Health.
- Intro 1218 aims to reduce traffic fatalities by alerting drivers to slow down before reaching speed cameras.
- Intro 1217 addresses the city's rat problem by requiring faster responses to 311 complaints and better accountability for city agencies.

1:04:50
Today, I'm introducing two bill to help our streets safer and the cleanser.
1:04:54
The first bill, intro twelve eighteen, could require signs to install near each speed camera so the drivers get the warning and the slowdown before they even hit the camera.
1:05:06
Every year, we put more cameras, but more life still got lost.
1:05:10
02/2023, we saw the most traffic deaths in nearly a decade.
1:05:16
In 02/2024, pedestrian fatalities continue to rise.
1:05:21
When the driver see the sign warning, then they can before they see the camera, they can slow down, stop at the red light, and drive more responsibly.
1:05:31
This is a simple cost efficient cost effective solution that will save lives.
1:05:37
The second bill is in 12/17.
1:05:39
Could they require the city department of health to response three one one complaints regarding the rats, pests, or condition within ten days?
1:05:48
As we know, New York City already have serious issue about rats.
1:05:52
I get complaint every day from our office.
1:05:55
Our residents call 311, but they never hear anything back.
1:05:59
So our people in our city right now, they deserve to know what happened and what DOH have been done within ten days.
1:06:08
And the the public report that people should know the result, what they get so far.
1:06:14
And we need a better tracking record and a better accountability for all the city agency.
1:06:21
And that the resident deserve to know more and also make sure our government government is function.
1:06:27
We owe it to our community to take this issue seriously.
1:06:31
Let's make our city cleaner, safer, and more transparent.
1:06:35
I urge all my colleagues to sign all my bills, and thank you all.
