Council Member Rita Joseph inquires about how the DOE arrived at their decisions for seat reallocation and about CBOs' participation in the ECE system. DOE officials explain that their decisions are based on data analysis and community input.
- The DOE's decisions are informed by data and conversations with providers about community needs.
- Some CBOs have decided to apply directly to Head Start instead of working within the NYC Public School system.
- Benefits for CBOs working within the NYC Public School system include direct support, additional services, and access to resources provided by the school system.

1:24:14
Are you aware of the c CBOs that decided not to continue with New York City Public Schools ECE systems?
1:24:21
Have they applied to Head Starts independently and what benefits are there for a CBO to work within the New York City Public School system?
Monique Scales
1:24:30
We are aware that there are delegates that decided to apply to go direct to Head Start.
1:24:35
Some of the benefits that a delegate would have with working with New York City public schools is they will be able to have direct support from us.
1:24:46
We have a host head start team and we provide additional services.
1:24:51
They will be able to they will be able to utilize some of our services that are provided by New York City Public Schools.
1:25:00
So we are there as a full support for the delegate as opposed to them going directly to Head Start as a direct grantee and then they don't have all of that additional support resources that New York City Public Schools could provide to them.
