So we have had several conversations with OMB council to ask them to help us understand their interpretation of Directive 10.

The implementation of how they interpret them seem to have changed when they review our projects.

In some cases, they help us understand unfortunately some project scope needs to grow a little bit, so now we meet certain criteria.
