First time we ever used that, statute, and a judge in The Bronx fined, has the discretion to fine up to $5,000 and fined the owner of that vehicle $4,000 The council should know that in yesterday's five alarm fire in The Bronx, we were confronted with a vehicle parked on the fire hydrant.
