Council Member Brewer inquires about city marshals, their appointment process, and their role in evictions. Commissioner Strauber provides information on the current number of marshals and eviction trends.
- There can be up to 83 marshals appointed by state law, with 28 currently appointed
- Evictions are increasing, with 16,850 evictions in New York City in 2024, still lower than pre-pandemic levels
- Approximately 2,500 evictions have occurred so far in 2025, expected to increase as courts resolve backlogs
Gale Brewer

Okay.
1:29:14
Marshals, the fees and just more information about the marshals.
1:29:18
I know, they're appointed by the mayor.
1:29:21
So one of the questions is, are they fully appointed?
1:29:24
They obviously enforce orders from civil court cases.
1:29:27
They carry out evictions, which is how we know them.
1:29:30
They collect judgments.
1:29:31
So and I think the city collected 1,200,000.0 from fees last year, and they also have 207,000 from uncollected funds from Marshalls in 02/03.
1:29:45
So the fiscal two six projected revenue is 2,300,000.0 in fees.
1:29:50
Now, of course, we wish, in some cases, they didn't have to collect all this because these are people who have, broken the law.
1:29:57
So what's the drive what is driving the anticipated increase in revenue?
1:30:02
We worry that it's evictions, to be honest with you.
1:30:04
And what is the current guidance by DOI to marshals for commercial and residential evictions?
1:30:11
And, of course, what's the what are the vacancies?
Jocelyn E. Strauber
1:30:14
Okay.
1:30:14
So why don't why don't we start with vacancies?
1:30:16
There can be up to 83 marshals appointed by state law.
1:30:21
There are currently 28 marshals appointed.
1:30:25
The appointment process is sort of ongoing but that is where we're currently we're currently at at 28.
1:30:34
So obviously there are there are many more spaces to fill.
1:30:39
You know that the number of evictions are increasing in 2024.
1:30:45
There were 16,850 evictions in New York City, still lower than pre pandemic levels.
1:30:54
But evictions, obviously, during the pandemic, there was a moratorium, so evictions were were way down.
1:30:59
And so far in 2025, there have been approximately 2,500 evictions, which is expected to climb at an increased rate as civil courts are resolving their backlog in warrants pending issuance.
Gale Brewer
1:31:14
Right.
Jocelyn E. Strauber
1:31:15
So so that's, you know, that's that's where we are in terms of, anticipated evictions.
Gale Brewer
1:31:25
For the revenue?
Jocelyn E. Strauber
1:31:27
So in terms of revenue, you know, the the marshals pay an assessment of $1,500 and 4.5% of their gross income.
1:31:37
The most recent numbers I have on that are 1,680,000.00 and change for the what the city's received from the marshals.
1:31:46
That was in 2023.
1:31:49
So it sounds like you have more updated, numbers than I do.
