Council Member Farías inquires about the evaluation of local hiring and community impact in EDC projects. Andrew Kimball discusses the importance of measuring these impacts and highlights EDC's commitment to creating good-paying and union jobs.

  • EDC is improving its measurement of local employment impacts
  • The majority of EDC's construction work is prevailing wage work
  • EDC has entered into project labor agreements (PLAs) on multiple large projects
  • Examples of projects with PLAs include Willets Point, the Spark project, Kingsbridge Armory, Brooklyn Marine Terminal, and Hunts Point
  • These efforts aim to balance efficient development with ensuring union involvement and local community benefits

And in terms of the watching the metrics or looking at the economic impacts, the the local economic impact of some of this, are we also evaluating how the local hire for example or the education piece that we've created impacts working with the local community organizations and nonprofits that impacts the local hire and what that's actually doing in terms of at the rate that we're developing in the city or some of the projects that we're rolling out.

I think time and time again we're in a constant dialogue around how do we build faster but how do we also ensure that we're building union or including the unionized workforce, but also making sure we're getting the lowest cost, most efficient cost per, you know, per build.
0:40:02
How are we looking at metrics that way or how are we evaluating project by project?
Andrew Kimball
0:40:07
Yeah.
0:40:08
I mean, it's yeah.
0:40:08
It's hard to if you can't measure something it's hard to know where you are and so we are doing a better job at measuring and that goes to some of the data I just talked about with local folks being employed at the Brooklyn Army Terminal.
0:40:21
There's similar data around Hunts Point as an example.
0:40:26
Your question about good paying jobs and union jobs, also at the forefront of what we do.
0:40:35
The vast majority of our work is prevailing wage work when it comes to construction.
0:40:41
For the first time ever, EDC has entered into project labor agreements on multiple large projects.
0:40:49
These are projects that tend to have city, state, federal dollars in them as well as private.
0:40:57
So some of the examples there are Willett's Point infrastructure work is being built on a PLA as is the stadium.
0:41:04
The Spark project, both the public side and the private side, two separate PLAs Up at Kingsbridge Armory, we've committed to doing a PLA, and at the Brooklyn Marine Terminal, we plan to do a PLA as well.
0:41:18
It again?
0:41:20
And Hunts And Hunts Point, we've committed to a PLA as well on the $650,000,000 food produce center.
0:41:27
Yeah.
0:41:27
And SPMT also.
