Council Member Brooks-Powers discusses the Department of Transportation's preliminary budget for fiscal year 2026 and highlights key concerns, particularly regarding the implementation of the streets plan and equitable investment across communities.

  • The DOT's fiscal 2026 preliminary budget totals $1,470,000,000, which is 1.3% of the city's proposed budget.
  • The preliminary commitment plan totals $13,320,000,000 across fiscal years 2025 to 2029.
  • Concerns are raised about DOT's failure to meet legal mandates established in the streets plan (Local Law 195 of 2019).
  • The council member plans to inquire about how the budget will ensure DOT meets its legal requirements and serves communities citywide more effectively.

We'll then hear from the Department of Transportation at noon on its fiscal twenty twenty six preliminary budget which totals $1,470,000,000 equal to 1.3% of the city's proposed fiscal twenty twenty six preliminary budget.

As always, I hope to discuss with DOT how the city can more equitably invest across historically underserved communities.

Local law one ninety five of 2019 also known as the streets plan or the transportation master plan was passed in October 2019 when commissioner Rodriguez was chair of this committee.

Local law one ninety five states by 02/01/2023 and by each February 1 thereafter, the department shall submit to the mayor and the speaker of the council and post on the department's website an update regarding any changes to the plan from the previous year.

Despite that provision, DOT released its streets plan almost a full month and a half after the required February 1 date and did not submit their report to the council but instead released it to the press first.

Notably, the Department of Transportation is once again failing to meet the legal mandates the council established several years ago in the streets plan.

I plan to ask DOT about this at today's hearing and I look forward to getting a better understanding how this year's budget will ensure that DOT can meet its legal requirements and more effectively serve communities citywide.
