Council Member Brooks-Powers inquires about the governor's executive budget proposals for implementation studies related to the Interborough Express (IBX) and Second Avenue Subway extension. John McCarthy from the MTA explains how these studies will inform capital planning and funding.
- Funding from the previous budget allows the IBX project to move forward before the 2025-2029 program
- A general engineering contract for IBX is currently in procurement
- The IBX study will assess project needs, costs, and initiate the federal environmental review process
- For Second Avenue Subway, the study will explore the feasibility of extending the Q train westward to connect with other subway lines
- Phase two of the Second Avenue Subway is already funded in previous capital programs

How will the governor's executive budget budget proposals for implementation studies related to the IBX and Second Avenue Subway be used to inform the capital planning and funding?

So I think, chair, you're getting at that there was money that was put in the last budget that sort of allowed the IBX to move forward before it was funded in the funding that we're anticipating in the '25 to '29 program.
0:57:20
So that dollar amount is going to let us get a general engineering contract out there.
0:57:24
It's out on the street right now.
0:57:25
It's in procurement.
0:57:28
As that advances, they will study the line, figure out what needs to be done, what are the costs associated with doing the entire project, start the federal environmental review process and move that forward.
0:57:44
So that's where that money will go.
0:57:46
As far as the Second Avenue Subway, I believe, as I said, Second Avenue Subway phase two is funded.
0:57:52
This is for looking at what would be possible if one were to extend that Second Avenue Subway, the Q train west over to the you can hit the AC and the one train and the two three.
0:58:11
So that that that would be a study to see if that's even feasible.
