Council Member Julie Menin inquires about the average price and timeline for constructing a bathroom in a New York City park. Commissioner Susan Donoghue provides cost estimates and discusses efforts to reduce both costs and timelines for bathroom construction projects.
- The estimated cost for a public restroom reconstruction is $2,250,000 for an in-house design and $3,250,000 for a consultant design.
- Menin expresses concern over the high costs and long timelines, citing a $4 million project in Rupert Park that has seen little progress in three years.
- Donoghue mentions exploring innovative designs, prefab options, and procurement reforms to address these issues.

Okay, and just in my remaining time, wanna build upon some other questions that some colleagues asked.
1:20:20
What right now is the average price and timeline to construct a bathroom in a New York City park?
Susan Donoghue
1:20:26
Yes, I have that.
1:20:28
Just bear with me.
1:20:34
Headcount.
1:20:35
I have bathrooms.
1:20:37
I know.
1:20:37
Hold on just one sec for me.
1:20:40
It's here.
1:20:44
Just bear with.
1:20:47
Bathrooms.
1:20:49
Let's see.
1:20:52
Okay.
1:20:54
Estimate for a public restroom reconstruction is 2,250,000.00 for an in house design and 3,250,000.00 for a consultant design.
Julie Menin
1:21:03
So in Rupert Park in my district, the cost now is $4,000,000.
1:21:08
It's been over three years since we've seen really any progress.
1:21:11
I mean these costs are astronomical.
1:21:15
We've got to have some type of procurement reform to bring both the cost down as well as the timeline.
1:21:21
So I know you spoke a little bit about this, but
Susan Donoghue
1:21:23
what specifically can you commit to that is gonna both bring the cost down and the timeline down?
1:21:30
So as I said earlier and answering the earlier question, looking at innovative new designs, different opportunities for different types of bathrooms, prefab, trailers, the Portland Lou, those are all ways that we're looking to bring the cost down.
1:21:49
And then also we've been very active in the capital process reform discussions and looking at every element of that procurement and construction timeline.
1:22:00
We're also working with DDC and building out a group of bathrooms through design build that's intended to serve to bring down cost and timeline.
1:22:11
So many different ways that we're looking at
Julie Menin
1:22:14
doing And I know you mentioned to council member Carr a lot of these elements.
1:22:17
I mean, what I would just say is I feel like we're at the same point we were in the budget hearing last year where we had the exact same types of conversation and yet we're not seeing a lot of progress on bringing the cost and the timeline down.
1:22:29
And I think it's imperative to do
Susan Donoghue
1:22:31
so.
1:22:31
Mhmm.
1:22:32
Thank you.
1:22:32
We agree, we're working hard on it.
Julie Menin
1:22:34
Thank you.
1:22:35
Thank you.
