Council Member Krishnan questions Commissioner Donoghue about the two-for-one hiring freeze affecting the Parks Department. Donoghue explains the freeze's impact and exceptions to the rule.
- The two-for-one hiring freeze means the department cannot hire one worker unless two leave
- Some positions related to public safety are exempt from the broader hiring restriction
- Donoghue clarifies that PEG saving targets from expected attrition are more impactful than the two-for-one rule

But however you look at it, we have seen the agency's positions being reduced tremendously.

On top of that, for years now, the agency has been subject to a two for one hiring freeze, which means that you all cannot hire one worker unless two lead the department.

Is that correct?
Susan Donoghue

It's true, council member, that, there's a two for one citywide hiring freeze is in place for many agencies, including parks, as the city continues to deal with economic constraints.

However, many positions related to public safety or similar needs are exempt from this broader hiring restriction, but the the two for one hiring restriction is not particularly impactful for parks as we're already subject to PEG saving targets from expected attrition.
0:33:02
So the agency will remain kind of in a hiring slowdown, so it's not just the two for one, it's more meeting the PEG attrition targets.

But as I said, we are there are importantly certain positions that are exempt from that, PEP, recreation, engineers that are exempt from that.

But the vast majority of positions in parks are still subject to the hiring freeze.

Right?
Susan Donoghue

It's not so much the yes.
0:33:33
It's the hiring freeze in addition to our PEG target that we have to meet that is really about savings through attrition.
0:33:40
So when people leave, not being able to hire them.
