As ACS continues to assess its budget and determine where gaps are, it is critical that there is a consistent communication with the administration and OMB to ensure funding is added where is needed.
4:14:09
It's also crucial to ensure that new needs requests to OMB are calculated accurately with the use of appropriate metrics.
4:14:16
Can ACS provide the committee with any funding requests made to OMB and the mayor this fiscal year?
Jess Dannhauser
4:14:24
The major one was around the youth safety and success initiative that the mayor announced in the state of the city.
4:14:32
Obviously we've been in ongoing conversations about some of the risks to the budget including childcare, including the rates, and so but the big investment was around the youth work.
Althea V. Stevens
4:14:50
The preliminary plan included an additional 6,500,000.0 in city and state city and state funds for fiscal twenty twenty five only to support the programming for juvenile justice involved youth.
4:15:01
How is this funding amount determined and why is it not baseline?
Jess Dannhauser
4:15:07
Which adjustment is that?
4:15:16
Sorry chair, give us one second.
Dr. Shakeema North-Albert
4:15:20
No rush we got time.
Jess Dannhauser
4:15:25
So 6.5 for juvenile justice specifically you're saying?
Althea V. Stevens
4:15:29
Yeah an additional 6.5 in city and state funds for fiscal twenty twenty five only supports programming for juvenile involved youth.
4:15:37
How is this funding amount determined and why is it not baselined?
Jess Dannhauser
4:15:46
We'll get you we'll get you that answer.
4:15:48
Don't I don't have it
Keith Howard
4:15:49
up front.
Althea V. Stevens
4:15:49
Look Stephanie's up here.
4:15:50
Oh, okay.
4:15:51
Y'all don't ever want Stephanie to just sit at the table.
4:15:53
Poor Stephanie running back and forth.
4:15:54
Yeah.
4:15:54
On.
Margaret Pletnikoff
4:15:55
One time funding for STSJP.
4:15:57
Was it we put that in the budget on an annual basis.
Althea V. Stevens
4:16:00
You put it in an annual basis.
4:16:01
Does ACS see current demands for preventative and supportive services for juvenile justice involve youth that exceeds the baseline budget?
4:16:14
If so, how much additional funds is needed?
Jess Dannhauser
4:16:18
That's really what we asked for in the youth safety and success initiative.
4:16:22
So that includes the expansion of ACES, the expansion of the Girls Just Us program.
4:16:29
We're really excited about both of those.
4:16:31
There's also there's also fair futures dollars that go into the juvenile justice work as well.
Althea V. Stevens
4:16:36
The preliminary plan includes an additional 3,000,000 in city and state funding for fiscal twenty twenty five only to support the nurse family partnership which supports low income family, first time parents with pregnancy and child care, child health and development services.
4:16:52
How was this funding amount determined?
4:16:54
Why is this not baseline in the out years?
Jess Dannhauser
4:16:57
This is a pass through to the Department of Health to support their maternal work.
4:17:00
We've actually been doing a lot of work with them to explore additional ways to partner together around maternal health and attachment for young children and their parents.
Althea V. Stevens
4:17:11
Yeah I mean we were just talking about this like I said in the last hearing around like parenting and I know DYCD is doing some stuff around the fatherhood initiative and they just said that they're looking to possibly expand to motherhood.
4:17:22
I think this is something that can be a continuum for people who you know the maternal health and then going into getting parent support and they were talking about co parenting.
4:17:31
So honestly this is something that I would love for us to continue to look at, expand and make sure we're collaborating with other agencies because it is a much needed support especially when we're thinking about a lot of times when parents have like pinned warrants and it's just they don't have support and so any supports that we can give parents I think is going to be essential.
Jess Dannhauser
4:17:50
We agree.
Althea V. Stevens
4:17:51
Yeah so I'm really excited about some of the stuff they were talking about and how we can marry it with the work that is happening on your side.
4:17:57
How does ACS coordinate with DOHMH to administer this program and what role does ACS play?
Jess Dannhauser
4:18:04
So it's strictly a pass through, we don't oversee that.
4:18:08
We are in conversations with our partners at the health department around some of the other work that they do, Nurse Family Partnership X, which has a broader criteria so we can get more families the support that they need.
4:18:25
And we'll be continuing that planning in the months ahead.
