Council Member Stevens inquires about the hardship waiver that ACS needs to apply for, particularly in relation to Raise the Age funding. Caitlyn Passaretti from Citizens Committee for Children of New York explains the situation.

  • New York City is ineligible for state funding due to a tax cap, despite having 50% of incarcerated youth
  • A hardship waiver can be submitted to potentially access state resources for Raise the Age programs
  • The city has not yet submitted this waiver, which is necessary to be considered for funding

I just have one question for this panel and it was for the young lady at the end.
5:17:41
You talked about the hardship waiver for that ACS needs to apply for.
5:17:48
Could you just tell me a little bit more about that because when the DAs were here as well, they were talking about Raise the Age and how we have not received adequate funding from the state.
5:18:00
Just tell me a little So
Caitlyn Passaretti
5:18:02
Raise the Age was passed in 2017.
5:18:05
Cuomo and Di Blasio, There was
Althea V. Stevens
5:18:07
Oh, know the issue.
5:18:08
The hardships,
Caitlyn Passaretti
5:18:09
yeah.
5:18:09
Tax cap makes us not eligible.
5:18:11
So New York City has 50% of the young people incarcerated and yet we received no funding at all from the state.
5:18:18
And so there's an opportunity that you can submit a waiver of hardship, which is a letter to the governor, OCFS, OMB, and DCJS to express that even though that we have this tax cap, we still would benefit from the resources coming down from the state to support all of the continuum of programs that Raise the Age offers, whether that's prevention, whether that's close to home or detention and also reentry and aftercare.
5:18:48
We have not submitted a waiver.
5:18:49
Will they approve it?
5:18:50
I do not know, but we cannot get the money at all if we do
Althea V. Stevens
5:18:53
not submit this Thank you.
