Efforts to improve foster care placement stability

Council Member Stevens inquires about the slight increase in foster care moves and ACS's efforts to improve placement stability. Commissioner Dannhauser explains the agency's approach:

  • Current move rate is historically low, with about 80% of children not moving in a given year
  • Implementation of the TRIP training model for all foster parents to provide trauma-informed care
  • Combination of therapeutic and regular foster care programs to allow for more flexible resource allocation
  • Focus on reducing unnecessary moves and providing quick support when needed

Yeah and this is very very important.

Young people need to be stable.

We are historically at a lower level this move from 1.3 per thousand care days to 1.4 means that a few other kids were not stable.

We do not want kids being bounced from home to home.

And the work of TRIP, the TRIP training model that we have now rolled out to all foster parents.

It's trauma informed, making sure that they can meet the needs of young people.

We've allowed for, we used to have a small therapeutic program and then a larger regular program.

We've combined those two so that agencies can move resources around.

So if they need to add a therapist, a sociotherapist quickly to support the young person and the foster parent, they can do that.

You know these numbers are better than historically, but we don't want any time for a young person to be moving unnecessarily.
