Federal funding sources for ACS programs

Council Member Stevens inquires about the primary federal funding sources for ACS and the programs they support. Commissioner Dannhauser explains that federal funds make up a significant portion of ACS's budget, with two main areas of support:

I'm gonna jump right in and we're gonna talk about federal funding.

On January 27 the Trump administration released a memo halting all agency grant loans and financial assistance programs that are federally funded.

The White House Office of Management and Budget detailed various federal programs were subjected to this pause but later rescinded the offer.

Federal funds make up 39.1% of ACS's budget in fiscal twenty twenty six and forty two point six percent in 2025.

What are ACS primary federal funding sources and what program services do each support?

So just sort of a top line and sort of In federal fiscal year '25, we expect about $1,350,000,000 in federal resources.

It primarily supports two areas.

One is the child care block grant.
3:28:42
And so that's a significant source of the resources for the major expansion in child care assistance.

The other large component is foster care.

And so that's our Title IV E funding stream.

There's been legislation that was passed several years ago around that funding stream which allows states to begin to take advantage of using that funding stream for preventive services as well.

We're monitoring all of this really closely.

Anything that is coming down we're making sure that we're in conversation with our providers, that we are learning what this might mean, really studying it to make sure we get it right because obviously there's been a lot in the rumor mill.

And so we're hopeful that we'll be able to continue this, these important programs.

They have typically been had bipartisan support, and so we are monitoring it very closely.

I'll also just add, we issued to our providers a reminder that ACS supports gender affirming care for children in our care.

We have a disproportionate number of young people who identify as LGBTQ plus and they need to know that we're here, we affirm them, we want to make sure that they're getting the best possible care, whatever they may need.
