Council Member Linda Lee inquires about the significant increase in English literacy program enrollment reported in the PMMR. Deputy Commissioner Mike Bobbitt explains the reasons for the enrollment increase.
- PMMR data shows an increase from 4,881 to 8,533 enrollments in the English literacy program
- Two factors contributed to the increase in reported enrollment:
- Participants must reach 12 hours of instruction to be considered enrolled, leading to a gradual increase in numbers
- New income eligibility proofs were finalized in October, causing some providers to hold data entry until new enrollments could be satisfied
- These factors resulted in a more accurate and higher enrollment count for the English literacy program

Mike Bobbitt
1:26:02
council member, could you just restate the last?
Linda Lee
1:26:04
Oh yeah, sure.
1:26:05
So the English literacy program, it was revised from 04/1981 to 08/1933.
1:26:12
So just wanted to know what was the reason for the difference in the enrollment numbers.
Mike Bobbitt
1:26:27
There's two elements regarding the update to literacy participants.
1:26:31
One is registrants must reach twelve hours of instruction to become considered enrolled.
1:26:37
So there'll be a change in the name of participants as students reach the twelve hour threshold.
1:26:41
And the new income eligibility proofs were finalized in October of last year, so some providers were holding data entry to ensure new enrollments would be satisfied.
Linda Lee
1:26:51
Thank you.
Christopher Leon Johnson
1:26:52
Sure.
