Council Member Restler and DCAS representatives discuss recent adjustments to the capital plan for energy efficiency and sustainability projects.
- Several reductions in funding are noted, including a $175 million reduction in a lump sum payment and cuts to solar panel systems and energy efficiency programs
- DCAS Deputy Commissioner Shanna Midelton clarifies that these reductions are likely reallocations to specific projects rather than cuts
- DCAS agrees to provide a list of new projects and clarify the status of previously mentioned projects that couldn't be found in the updated capital project listings
- Council Member Restler requests an update on the top 10 projects in terms of emission reduction impacts and their timelines

Great.
0:35:48
That's helpful.
0:35:49
I appreciate the answers.

The capital plan which you began to cite a few projects in District 33 which we're of course excited about, included a number of adjustments in the five year plan for energy efficiency and sustainability projects.
0:36:03
Notably we saw a 175,000,000 reduction in a lump sum payment at the SEA, twenty three million reduction in solar panel systems, $56,000,000 reduction for energy efficiency funding under one NYC, 15 million reduction for the DOE direct install lighting program, 23,000,000 reduction for citywide resiliency measures.
0:36:22
Could you at a high level help explain why these adjustments were made and what impact they will have on our emission reduction goals?
0:36:28
If we were to fight to restore these funds and last year we had a lot of success pushing from the city council to restore some of the mayor's proposed cuts to these sustainability capital projects.
0:36:42
What impact would that have on achieving our goals?
Shanna Midelton
0:36:45
Hi councilmember.
0:36:47
Just to clarify the reductions you're seeing are likely reallocation.
0:36:51
So typically once we submit our request to OMB the amount of unallocated funds is reduced and then it's reallocated to an actual project.
0:37:00
So there were a number of new projects actually added for DEM in this plan and we can submit that to you offline if needed.

We would love that.
0:37:09
We'd love to chance to review the new projects that you're looking at and we can share with you what we're seeing on the reductions and would be helpful to better understand if those funds were reallocated or pushed to out years or what exactly is going on And then I think that the best way to do this is maybe to follow-up in writing but I appreciated that you just mentioned a few projects.
0:37:35
Last year you gave us a list of the 10 largest projects in terms of emission reduction impacts.
0:37:42
And I would love if you'd be able to provide that same update on our top 10 projects and the timeline for kind of completion on those projects so that we can just better understand how we're doing on each of those projects.
0:37:55
I might just highlight a few today.
0:37:58
The Wards Island Water Resources Recovery Facility digester tank reconstruction I believe was the largest impact.
0:38:05
Is that still the case and what's our timeline for completion there?
Sana Barakat
0:38:07
It's still on track, yes.
0:38:09
It's still And
Lincoln Restler
0:38:14
oh, let me ask just about a couple that we couldn't find.
0:38:16
Last year you mentioned the Manhattan Garages.
0:38:18
I assume that was Disney.
0:38:20
We couldn't find that in the up The Manhattan Garages was what was listed as an important project?
0:38:26
I don't well, does that ring a bell for you?
0:38:29
I don't
Sana Barakat
0:38:32
50 Seventh Street Garages is a project that we are implementing.
0:38:38
I'm not sure about the Manhattan, but I would I can get back to you on it.
Lincoln Restler
0:38:41
Okay.
