Council Member Restler inquires about new staffing needs and recent funding adjustments for the Law Department. The department's representatives explain recent changes and improvements in staff retention.
- The preliminary plan included $5.5 million in city funding for FY '25 and $4.5 million baseline funding starting in FY '26 for staffing costs.
- Attrition rates at the Law Department have significantly decreased, which is seen as a positive development.
- Improvements in attorney salary structure and flexible work options have contributed to better staff retention.

Fair.
3:00:14
If we can help please let us know.
3:00:17
I think it's important and we just we want to be good partners to the law department so that you have the support that you need.
3:00:26
I'd just like to ask about the new staffing needs.
3:00:28
So the preliminary plan included 5,500,000.0 in city funding for FY '25 and baseline that funding of 4.5 baseline 4.5 of that funding starting in FY '26 for staffing costs.
3:00:42
No additional headcount was included with this adjustment.
3:00:44
Does it relate to new or existing headcount and if existing how many positions does it relate to?
Muriel Goode-Trufant
3:00:52
Our chief of administration will take that question.
Jennie Nagle-Yndigoyen
3:00:56
Hello again.
3:00:58
So as we move through the year, OMB recognized that some attrition assumptions I think that had been baked into their analysis just were not coming true.
3:01:09
Our attrition rates are way down, which is great.
Lincoln Restler
3:01:11
That is great.
3:01:12
That had been an issue earlier in this administration, right?
3:01:14
And Judge Heinz Radix I believe had made that a big priority and we've improvement there.
Shanna Midelton
3:01:19
Right.
Lincoln Restler
3:01:19
Great.
3:01:20
Why?
Jennie Nagle-Yndigoyen
3:01:21

the question before.
3:01:27
Piqued my interest.
Eric Eichenholtz
3:01:28
I think and I think when we were here with Judge Heinz Radix she actually laid it out.
3:01:34
We did a review and enhancements to the attorney's salary structure.
3:01:42
I think we've seen flexible work obviously be something that both of which have really benefited our agency.
3:01:50
And when those two things were implemented sort of in rapid fire one right after the other at the law department, I think you saw a lot more people choosing to stay.
3:02:00
I think it coincided somewhat coincidentally with the managerial retroactive pay increases, right.
3:02:11
So all of those things happened in very short order and the result of that was that we, our attrition dropped dramatically which of course thrilled us.
Lincoln Restler
3:02:21
Great.
3:02:22
And was there more that you were going to add on?
Jennie Nagle-Yndigoyen
3:02:25
Slightly.
3:02:27
When ONB recognized that they basically moved to fill the gap.
Lincoln Restler
3:02:30
Okay.
