Council Member Brewer seeks clarification on the closure and funding status of migrant housing sites. Commissioner Molina and Deputy Commissioner Midelton provide updates on site closures and ongoing funding for remaining sites.

  • Floyd Bennett and Randalls Island sites have been closed
  • Funding for fiscal year 2026 reflects only the remaining open sites, primarily Creedmoor and licensed sites like the Royal Hotel and Bruckner
  • DCAS is no longer paying for vacant sites, though they are closing out remaining bills
  • The budget for fiscal year 2026 does not include funding for closed sites

And then just finally, I know that the question of the closure of all of the h and h sites.
1:05:16
Those were your processes, right, in terms of of the the places where migrants were living.
1:05:24
Is that are they completely done?
1:05:26
Are you do you still have other places that need to be closed that you that are under your purview, or is that not your purview at all now?
Louis Molina
1:05:32
Yes.
1:05:32
So the operations and decommissioning of past or present migrant sites is not under our we don't control that.
1:05:40
So I would refer you to the office of asylum seekers, New York City emergency management where they have a footprint in H and h.
Gale A. Brewer
1:05:49
Okay.
1:05:50
Because you had you didn't have the Randall's Island, Creedmoor, or Floyd Bennett.
1:05:54
None of those were yours?
Lincoln Restler
1:05:55
No.
1:05:56
They Well,
Louis Molina
1:05:56
we didn't operate them.
Lincoln Restler
1:05:57
Okay.
1:05:57
We did.
1:05:57
But the funding wise
Louis Molina
1:05:58
The funding.
1:05:59
Yeah.
1:05:59
Mean yeah.
1:05:59
We're responsible for the contracts.
1:06:01
Yeah.
1:06:01
But I think the customer's question was about the operation of those.
Gale A. Brewer
1:06:03
Yeah.
1:06:03
No.
1:06:03
I'm I I think I miss poke.
1:06:05
I do wanna know about the funding of so they're all closed, they're all gone, etcetera.
1:06:10
Is that correct?
Louis Molina
1:06:11
I'll let DC Millicent give you some further clarification.
Shanna Midelton
1:06:14
Yes.
1:06:14
Thank you, council member.
1:06:17
In terms of the sites that are closed, so Floyd Bennett closed in January, Randalls also closed.
1:06:24
Right.
1:06:25
Our budget in fiscal year twenty six does reflect funding for the remaining open sites that we pay the bills for and that's mainly for Creedmoor and the license sites, the Royal Hotel.
1:06:37
The hotel?
1:06:38
And
Lincoln Restler
1:06:39
And Bruckner.
1:06:39
Bruckner, okay.
1:06:40
That's the new site in
Gale A. Brewer
1:06:41
The Bronx.
1:06:42
Right, no I know I'm aware it.
1:06:42
Right.
1:06:43
All right and so do you have the cost?
1:06:46
Creedmoor is because people are there and the new site people are there.
1:06:49
Correct.
1:06:50
So all the ones that are vacant, you're no longer paying for.
Shanna Midelton
1:06:52
Right.
1:06:53
We're we're we're closing out remaining bills, but there's no budget in fiscal year twenty six for those sites.
1:06:58
Alright.
1:06:58
Thank you, mister chair.
Lincoln Restler
1:06:59
Thank you very much for raising that, council member Brewer.
