Council Member Feliz asks Commissioner Gross about SBS priorities if they were to receive additional funding of $20 to $50 million.
- Commissioner Gross emphasizes building on successful strategies and systems already in place.
- Priorities include investing in workforce training programs, Workforce1 centers, and business solution centers.
- Focus on creating higher-wage opportunities for New Yorkers, such as the successful nursing program that transitions home health aides to higher-paying roles.
- SBS aims to understand economic opportunities, small business needs, and job seeker needs to inform their investments.
- The commissioner does not directly address funding for new containerization rules, focusing instead on broader strategic priorities.

the same question that I asked at the beginning.
1:37:25
Of course, SBS, like every agency, has many different priorities.
1:37:30
And of course, funds are not unlimited.
1:37:35
So curious, if SBS had an additional 20 to $50,000,000, what would be additional programs that
Dynishal Gross
1:37:42
you How much did you say?
Oswald Feliz
1:37:43
Let's say 20 to 50.
1:37:45
It was a hundred.
1:37:46
Let's say 20.
1:37:48
Let's keep it at 20.
1:37:49
I thought it
Dynishal Gross
1:37:49
was a hundred million when
Christopher Leon Johnson
1:37:50
you printed.
Dynishal Gross
1:37:53
We went down.
Oswald Feliz
1:37:58
Yep.
1:37:58
Let's say $50,000,000.
1:38:00
What would be programs that you would additional programs that you would fund?
1:38:04
Why?
1:38:05
And also, of course, we love our bids.
1:38:08
We all know the great work that they all do.
1:38:11
Would fund helping fund those new containerization rules be one of those programs if you had those additional funds?
1:38:18
Just wanna get just wanna directly ask you about your wish list.
Dynishal Gross
1:38:23
So council member, I'm only describing my wish list retrospectively through the successes that we've had so far.
1:38:30
But I think it's exemplary of the strategy that we would take if we had additional resources.
1:38:36
We have very effective systems for serving small businesses and job seekers and we want to drive New Yorkers toward those resources and then do as much as we can with those systems.
1:38:47
So those include our workforce training programs, our workforce one centers, our business solution centers, and our partnership with community based organizations that are part of the small business ecosystem in the city.
1:39:01
You know thus far we have invested in restarting effective programs to create higher wages for New Yorkers through construction jobs.
1:39:11
You know, we can further you know think about what fields have expanded demand and opportunity for New Yorkers.
1:39:19
We have invested in a successful nursing program that takes New Yorkers who may be working as home health aides and transitions them to jobs earning 6 figures.
1:39:30
Those are the types of investments we want to consider and expand on.
1:39:34
That's been our track record of success and we would build on those strategies for success and if we had new resources.
1:39:41
Working to understand opportunity in the economy, needs of small businesses, needs of job seekers, and using our strong systems to meet those needs.
