Council Member Julie Won inquires about challenges and improvements related to council discretionary contracts. Key points discussed:

  • Progress on multi-year contracts for city council's discretionary funding
  • 1,226 multi-year discretionary contracts have been registered, representing 43% of those awarded
  • Processing time for these contracts has decreased by 6 to 9 months
  • Opportunities exist for joint improvement efforts between the council and administration
  • Current processes, including PQL, were put in place by the council for good reasons
  • There's potential to revisit and improve discretionary contract processes, as there are few rules in the PPB regarding them

Okay.
1:25:59
I'm gonna move on to council discretionary contract questions.
1:26:04
By total dollar value, discretionary contracts make up a very small portion of the city's contract budget, but the number of contract generated from the provision of discretionary funding makes up a much larger portion of the total number of city contracts.
1:26:18
What are the challenges faced by mocks or from city agencies relating to discretionary contracts?
1:26:23
And does mocks have any ideas or recommendations to address these challenges?
1:26:27
I know that we did multi year contracts for city council's discretionary.
1:26:31
Have we made any progress for other discretionary funding to have multi year contracts that we needed to fix?
Lisa Flores
1:26:37
Yeah.
1:26:37
Thank you for that question, Chairwon.
1:26:39
I do have some of the information.
1:26:43
Let me see if I have it correctly.
1:26:49
For the multiyear discretionary contracts, it looks like we have twelve twenty six that were cleared for those multi year contracts that have been registered, which is about 43% for those that were awarded in those corresponding fiscal years.
1:27:11
So as I mentioned earlier and I will get you the data, Councilmember Stevens, on the specific time frames, which I don't have I cannot find in front of me, but decreasing the time by six to nine months.
1:27:24
To your other question, Chairwon, you you may recall, again, those conversations we had year one during the task force conversations.
1:27:36
I think there's lots of other opportunities for, us both jointly and the council and the administration, to improve the process.
1:27:45
You know, for those of us, again, the council member Brewer, who also remembers a process that existed prior to our current process, before the PQL and before all the things that we have now, a lot of those processes were put into place by the council, and for good reason.
1:28:02
But there's a bit of an opportunity to sort of start on a blank piece of paper.
1:28:09
There's not a lot of rules or regulations in the PPP rules regarding the process for discretionary contracts.
1:28:15
So I definitely have more ideas, and we're happy to talk to you about them, you know, prior to my separation.
