Thank you for that question, Sharon Juan.

As I mentioned in my testimony, I think, you know, it it is a multifaceted sort of response, reasons, and by nature of that solutions, which I mentioned earlier, we are very focused in partnership with City Hall and Mons on a multi approach way of finding a solution.

I will say this.
0:27:47
You know, I don't have that magic number here, but I will say, as I mentioned in my testimony, we are now at full adoption of Passport, right?
0:27:55
And so that means that our full portfolio of both the construction, non construction, and human services are all in one end to end system.
0:28:07
And so it has to be noted that regardless of what technology system that you use, know, we are still in a change management process for both agencies and vendors to acclimate to doing their whole entire process in the system.

As you know and as those of you, including, Councilmember Brewer and others have been in these hearings before, when we were talking about invoicing and timelines even a few years ago, one of the major issues was that it was a black box, right?

The amount of days it takes to pay an invoice based on the PBB rules is based on the IVR date, which is the invoice received date, and there was no way to know what that date was.
0:28:50
Someone received an invoice and a piece of paper and an envelope, and it went on your desk, and whenever the person decided to open that envelope and stamp it, that is when the date started, and that date didn't exist anywhere in the system.

And so we are definitely still in a transition period of all acclimating to being all in one system and making sure the system works to the needs to streamline the process to go faster.

But I also want to say, you know, we are at the beginning of what is a major transition from a paper process into a full adoption of of a technology solution when it comes to invoicing.
