Council Member Lynn Schulman asks questions about the annual report on Animal Care Centers (ACC) operations, specifically addressing discrepancies in animal intake and outcome numbers. DOHMH officials, including Deputy Commissioner Corinne Schiff, provide explanations and offer to follow up with more detailed information.
- The discussion centers on Local Law 59 of 2011, which mandates annual reporting on animal shelter operations.
- Questions are raised about the average length of stay for animals at ACC facilities.
- The chapter ends with Schulman acknowledging other council members joining the meeting virtually.

Okay, thank you.
2:45:54
I apologize for earlier, I do have an ACC question and I was missing a sheet.
2:46:00
So local law 59 of 2011 mandates that DOHMH submits a detailed report annually by February 28 on the management and operation of all full service shelters in the city.
2:46:12
The report for 2024 includes the total amount of animals adopted, returned to their owners, transferred to other shelters, or euthanized, broken down by location.
2:46:20
But the totals of those three don't fully align to the total animal intake.
2:46:24
What happens to an animal if they're brought to the ACC but aren't adopted, returned, transferred, euthanized?
Michelle Morse
2:46:30
I'll pass to Corinne.
Corinne Schiff
2:46:32
That local law report, as you say, has us provide to you the number of intakes in the calendar year and the outcomes in the calendar year.
2:46:42
So the gap in the numbers are the animals for which there are not yet an outcome.
2:46:47
So those are animals that are still at ACC or with foster care.
Lynn Schulman
2:46:51
On average, how long does an animal spend at the ACC?
Corinne Schiff
2:46:57
I would like to have Ms.
2:46:58
Weinstock reach out and have a conversation with you.
2:47:03
That's a complicated number.
2:47:04
I don't have that number off at my fingertips.
Lynn Schulman
2:47:08
Okay, alright.
2:47:09
That was the question I wanted to ask.
2:47:10
And now well, two things.
2:47:12
One, I wanna acknowledge that we've been joined virtually by council member Ariola and council member Narcis?
UNKNOWN
2:47:22
You see me?
2:47:23
Okay.
Lynn Schulman
2:47:23
Thank you.
