Council Member Hanif inquires about the Single Point of Access (SPOA) system, and DOHMH officials provide information on its operation and statistics. The discussion covers the referral process, number of referrals, and budget allocation for SPOA.

  • SPOA received 4,107 referrals in FY24 with no waitlist
  • SPOA budget is approximately $4 million
  • Most referrals come from inpatient psychiatric services, correctional health, and homeless services
  • SPOA is not directly connected to 988 or mobile crisis services
Shahana K. Hanif

I want to start with single point of access.
1:31:57
Could you explain how someone might move through the DOHMH single point of access system from initial call to treatment and dismissal?
1:32:07
And what percentage of New Yorkers treated through SPOA are referred after 911 or a 988 call?
1:32:16
And what are the most common referrals, referral sites for treatments through SPOA?
Michelle Morse
1:32:22
Thank you for those questions, Councilmember Hanif.
1:32:26
I'll start but I'm gonna ask my executive deputy commissioner for mental hygiene, Doctor.
1:32:30
Jean Wright to join me at the table as well to support some of those responses.
1:32:35
So overall, last year, f y twenty four, we had 4,107 referrals through our single point of access system.
1:32:46
And that system does not have a wait list.
1:32:49
It does provide referrals to programs like ACT and IMT as well as other programs.
1:32:55
Our budget for our single point of access program is about $4,000,000 and I think you had some specific questions about how someone would walk through that system, so I'm gonna ask Doctor.
1:33:07
Wright to join us to share a little bit more about that.
Shahana K. Hanif
1:33:10
And I also have questions about the wait lists.
1:33:12
Before you respond to my question, I wanted to point out the waitlist you're talking about for SPOA, is that 2024
Michelle Morse
1:33:24
or '20 We don't have a waitlist, but we had 4,107 referrals in FY24
Jessica Bathurst
1:33:31
Oh, got it.
Michelle Morse
1:33:32
Through SPOA.
Shahana K. Hanif
1:33:33
And then I'm gonna ask for some of the numbers for the waitlist for IMT and FACT teams.
UNKNOWN
1:33:41
Good morning, if you could please raise your right hand.
Lincoln Restler
1:33:45
Do you
UNKNOWN
1:33:45
affirm to tell the truth, the whole truth, and nothing but the truth in your testimony before this committee and to respond honestly to council member questions?
Dr. Jean Wright
1:33:52
I do.
Aaron Anderson
1:33:53
You may proceed.
Shahana K. Hanif
1:33:57
Can you turn on the mic?
Dr. Jean Wright
1:33:58
Thank you for your question.
1:34:00
Our single point of access, as Doctor.
1:34:03
Morris stated, helps providers connect with SMI to specialty mental health and treatment and recovery services that provide high level of care over several years.
1:34:15
Most referrals come from inpatient psychiatric services including but not limited to health and hospitals as well as correctional health and homeless services.
1:34:24
The health department reviews and makes referrals as appropriate to IMT, ACT, SPAC, FACT, and we use care coordination as well.
1:34:32
So we have referral lists and those are not connected to 988 or any of our mobile crisis.
Doctor Dre
1:34:39
So
Dr. Jean Wright
1:34:40
if you have an immediate need for care or crisis, can certainly call 988, chat or text, and those will be handled.
1:34:48
So there are no referral lists for those other programs.
1:34:51
For IMT and ACT, there are six seventy two on the referral list for IMT and six eighty two on the referral list for ACT.
Jessica Bathurst
1:35:03
For fact you said?
Dr. Jean Wright
1:35:04
For ACT.
Deirdre De Leo
1:35:05
ACT.
Shahana K. Hanif
1:35:05
Okay and what about for fact?
