Katie Moy, representing the Supportive Housing Network of New York, testified on the need for increased funding and support for supportive housing programs in New York City. She thanked the council for their support of the NYC 15/15 reallocation proposal and requested additional funding for various supportive housing initiatives.

We are a membership organization representing over a hundred nonprofits operating more than 40,000 units of supportive housing in New York City.

We'd like to thank the council for its support of our New York City Fifteen Fifteen reallocation proposal, and we ask that you work with us to codify and fund the proposal in fiscal year twenty six and beyond.

The city has exceeded its 7,500 unit target for congregate supportive housing, but Scatter Site has fewer than 1,500 units awarded, leaving over 6,000 units left.

Our proposal calls for reallocating reallocating the majority of these units to develop and preserve congregate supportive housing.

We're asking for an additional 307,000,000 in capital to develop and preserve about nine fifty units, 45,000,000 to cover the cost of essential service and operating for new development, and $27,000,000 to align the operating subsidy for all existing New York City Fifteen Fifteen units with current HPT standards.

We are also here today to show support for Councilmember Brannan's Intro five fourteen, which require interest to be paid on late payments under city contracts with nonprofit organizations.

Currently, five of the largest supportive housing nonprofits in New York City are collectively owed over $318,000,000 by the city, with $16,050,000,000 dollars stemming from prior fiscal years.

Providers across the human services sector are experiencing similar situations, putting supportive housing units at risk of closure and reentry into the private market.

Finally, we ask that the council to continue supporting these critical mental health programs.

The JISH program with an additional 4,800,000.0 in funding, BeHerc Crisis Response Teams with 4,500,000.0 to ensure well paid peer responders and peer specialists, the Intensive Mobile Treatments team with 22,000,000 to provide care to clear the wait list of people seeking vital mental health support.
