A business, a resident can't walk down to the street and leave a trash bag behind.

If that resident or business said, oh no, I'm a nonprofit, they also wouldn't be allowed to leave a trash bag behind.

We've had so many productive meetings with these organizations, with the bids, with ACE, where they go, well yeah, I guess it's not going to cost nearly as much as I thought.

By the time that any sort of enforcement begins, it will have been well over a year since this was first brought up.

For the smallest bids, there are zero cost solutions.

For the largest bids, we're working with them closely.
