Council Member Kristy Marmorato engages in a Q&A session with Acting Commissioner Javier Lojan of the Department of Sanitation, covering topics such as potential budget cuts, the condition of Garage 10 in The Bronx, illegal dumping enforcement cameras, and ticketing practices across the city. The discussion reveals insights into DSNY's operations and future plans.

  • Clarification that there are no immediate budget cuts planned for DSNY
  • Discussion of a $487 million capital project for Garage 10 in The Bronx, set to be completed by 2031
  • Details on illegal dumping enforcement cameras, including their cost ($31,000 each) and functionality
  • Brief mention of a Parks Department initiative involving pizza box container bins in parks
Kristy Marmorato
1:58:25
Thank you, chair.
1:58:26
Good afternoon.
Shaun Abreu
1:58:27
Good
Kristy Marmorato
1:58:27
afternoon.
1:58:28
Very serious crowd here.
1:58:29
You're the only one smiling over there in the corner.
1:58:32
Alright.
1:58:33
So when the city is in dire need for additional sanitation services, workers, and resources, can you kind of rationalize to me why the budget cuts starting on April 1 are happening, and are these cuts going to workers, trucks, or projects?
1:58:50
And specifically, can you give me those numbers in that will affect Garage 10 And 11 in The Bronx?
Javier Lojan
1:58:59
Council Member, I don't think we have any cuts for coming April 1 to our knowledge.
Kristy Marmorato
1:59:05
But are there cuts coming?
Javier Lojan
1:59:06
No.
1:59:07
Not to our knowledge.
1:59:07
No.
Kristy Marmorato
1:59:08
Okay.
1:59:08
Sure.
1:59:09
Okay.
1:59:09
Alright.
1:59:11
So it it was brought to my attention that Garage 10 in The Bronx is condemned that they don't allow trucks in the building.
Javier Lojan
1:59:20
Are there any facility itself.
1:59:22
Right?
Lou Reyes
1:59:22
Yes.
Kristy Marmorato
1:59:22
Yeah.
1:59:23
Are there any capital projects in the works?
Javier Lojan
1:59:25
Yeah.
1:59:26
So that's part of the Zuriga Avenue plan.
1:59:30
I think by 2031, it should be completed and construction should begin what is that?
1:59:38
There's 470 four hundred and 80 seven million allocated to that project.
Kristy Marmorato
1:59:42
That's a long time away.
Javier Lojan
1:59:44
Right.
1:59:45
They take a long time, unfortunately.
Kristy Marmorato
1:59:46
And do have the funding already allocated to that?
1:59:49
Yes.
1:59:49
Okay.
1:59:50
Now as far as cameras for dumping in District 13, how many are there?
Javier Lojan
1:59:55
I'd have to get back to you on that.
1:59:58
But just going back to council member Salamanca's question, in The Bronx total, there's 70 cameras.
Kristy Marmorato
2:00:05
I'd I'd get 70 in
Javier Lojan
2:00:06
The Bronx?
2:00:06
Total in The Bronx, and I'd get back to you on.
2:00:12
Okay.
2:00:12
I'm sorry.
2:00:13
I'd have to get back to you on specifics to the to the numbers.
Kristy Marmorato
2:00:15
Okay.
2:00:16
How much do these cameras cost?
Javier Lojan
2:00:18
So it's $31,000.
2:00:19
I'm sorry.
2:00:20
$31,000 per camera.
Kristy Marmorato
2:00:24
And they just sporadically take picture or when there's like motion it starts to No.
Javier Lojan
2:00:28
Yeah.
2:00:28
So it has a license plate reader.
2:00:31
It's tied to a power source so it's constantly taking video and it picks up the whatever video feed in the license plate reader identifies a a license plate if if
Kristy Marmorato
2:00:41
it's from view So what happens when because we have trucks all along the the cemetery parked
Rafael Salamanca
2:00:46
Right.
Kristy Marmorato
2:00:47
In one area of my district, and there's a lot of dumping over there.
2:00:50
How will it pick up and be able to ticket anybody?
Javier Lojan
2:00:53
So if there's a camera there, our enforcement we have a dedicated enforcement unit that reviews this footage, and if we're able to ascertain that that vehicle did dump, when we would go and find the vehicle and impound it and issue a a summons, which is $4,000.
Kristy Marmorato
2:01:09
Okay.
2:01:11
And as far as ticket tickets being issued in council districts, do you guys have a website, or is there any way that we could access that information to see if it's proportional throughout the entire city?
Javier Lojan
2:01:25
I believe all that information is on open data, but, you know, I if there's a summons that, that's not on there, I'd be glad to work with you on on getting something else.
Kristy Marmorato
2:01:34
And I just have one final question.
2:01:36
Was it you or was it Parks that decided to come up with the pizza box container bins in our parks?
2:01:43
As an Italian American, I find it very offensive that you guys put a pizza box container in one of my parks.
2:01:49
Nobody eats pizza in the park?
Javier Lojan
2:01:52
Yeah.
2:01:52
That was a parks initiative.
Kristy Marmorato
2:01:53
Okay.
2:01:54
Alright.
2:01:54
Thank you.
2:01:55
Okay.
2:01:55
I'm done.
2:01:55
Thank you.
