Council Member Sandra Ung engages in a Q&A session with DSNY officials, focusing on the implementation of Intro 97 (Local Law 67) regarding increased fines for stoop line violations and inquiring about street vendor enforcement resources. The DSNY representatives provide updates on the law's implementation and discuss the current state of street vendor enforcement in New York City.

  • DSNY confirms that Intro 97 has been implemented, including both education and fines, but will provide more specific data on violations and fines later.
  • The department reveals there are 40 uniform employees citywide dedicated to street vendor enforcement, which they currently deem sufficient.
  • DSNY agrees to provide more detailed information on enforcement activities in Queens and specifically in Council District 20.

Thank you for your testimony, commissioner.
1:00:30
I just have a few questions.
1:00:33
Intro 97, local law 67, that was from last year.
1:00:37
It's about and which is one we worked very hard to pass.
1:00:40
It's about the repeat, the increased sorry, the increased fines for repeated violators of the stoop lines.
1:00:47
Has that program been in implementation?
Joshua Goodman
1:00:54
So council member, we we loved working with you on that legislation.
1:00:59
I can tell you one thing that has been a huge help is it's gone right into every one of our community board and civic association presentations, warning everyone in attendance about the escalating fines.
1:01:09
I'm actually not sure on the current status of implementing the fines themselves, but we are telling people that the fine that they're gonna face escalating fines and it's definitely helping.
Sandra Ung
1:01:17
So the educate then I assume the education part of the program has been implemented.
1:01:22
But can you get back to me whether or not the actual fines because I believe it's supposed to take place a hundred eighty days after the passage of the law, which is the June.
Javier Lojan
1:01:35
Yeah.
1:01:35
My chief of staff had actually said it has been implemented.
1:01:38
So yes.
Sandra Ung
1:01:38
Great.
1:01:39
Do you have any numbers on, you know, how many like, how slots have been going?
1:01:43
What are the fines?
1:01:44
Like
Javier Lojan
1:01:45
We can get back to you on that.
Sandra Ung
1:01:47
That'd be great.
1:01:48
Thank And the second set of questions I have is about the street vendor enforcements.
1:01:54
Right now, how many agents are there, citywide for street vendors?
Javier Lojan
1:02:10
So the specific to street vending enforcement, those are a uniform head count of 40 employees.
Sandra Ung
1:02:16
For the entire city?
Javier Lojan
1:02:17
For the entire city.
1:02:18
Correct.
Sandra Ung
1:02:18
Do you think that's sufficient?
Javier Lojan
1:02:22
It's hard to say.
1:02:24
I think right now, have areas that we get constant complaints on.
1:02:30
I think one of the things that is effective is just reinforcement of our presence there.
1:02:43
I think of course, having more would be effective.
1:02:46
I just think that, currently right now with the with the areas that we have, it is sufficient enough.
1:02:52
If we wanna expand beyond that, then I guess we'd love to work with you on on on expanding that.
Sandra Ung
1:02:56
Can you just, how about, how many do we have for the borough cranes?
Javier Lojan
1:03:01
So the that's a citywide unit, so we move them around as necessary, so it's not specific to any borough.
Sandra Ung
1:03:09
So you move them around according to what's needed in the different boroughs?
Javier Lojan
1:03:14
Correct.
1:03:15
So the we again, we go with any three one complaints, any external complaints, and we rotate them around, as necessary.
Sandra Ung
1:03:24
Do do you know on average how often they are in the borough Of Queens?
Javier Lojan
1:03:28
I'd have to get back to you on that with those specific numbers.
Sandra Ung
1:03:33
Okay.
Javier Lojan
1:03:37
Well, just the only thing I could say is that when we were doing the operation of Restorative Roosevelt Avenue, we were there virtually every day, but there's other areas that, you know, we've been working on, but I can get more specific numbers for you.
Sandra Ung
1:03:48
That'd be great if you could get back to me on the Borough Of Queens.
1:03:51
And, I'll just say my district, which is District 20.
1:03:54
How often are you there?
1:03:55
Thank you.
1:03:55
Okay.
Shaun Abreu
1:03:55
Thank you.
