Deputy Commissioner Joshua Goodman explains DSNY's outreach efforts for the curbside composting program, including a citywide mailer campaign and various public engagement initiatives. Council Member Sandy Nurse inquires about additional education campaigns beyond social media.
- DSNY is sending a citywide mailer about the beginning of enforcement of fines under Local Law 89 of 2023, costing approximately $1 million.
- The department is visiting every community board, civic associations, and holding info sessions for the general public and building maintenance staff.
- DSNY was awarded $2 million in federal funding for composting outreach, which may be used for substantial paid media if the funding remains available.

Yeah.
1:18:08
Well, the biggest thing I'll say council member is that we have in flight right now, so some people have probably already gotten it and some people will get it in the next couple of days, a mailer to every resident about the beginning of enforcement of the fines under Local 89 of 2023.
1:18:23
So that's roughly a 1,000,000 cost to send a citywide mailer.
1:18:27
And you will probably be interested to know that you're receiving one version in single and two family homes that just says, don't forget, you can get a fine.
1:18:37
And if you live in a larger building than that, every resident is getting one that basically says
Sandy Nurse
1:18:41
They're sending out a piece of mail.
Rafael Salamanca
1:18:42
Yes.
1:18:43
It
Joshua Goodman
1:18:43
says that you can call 311 to report your building not composting.
Sandy Nurse
1:18:47
We know more about the communications, don't need to know what's exactly in it, you're sending out a piece of mail saying enforcement's beginning or the warning effect is the mourning period is over.
1:18:56
So that's one piece of education campaign beyond your social media.
1:18:59
What else are you all doing?
Joshua Goodman
1:19:00
Visiting every community board.
1:19:02
Okay.
1:19:03
Civic associations, moving through our every list.
1:19:06
We're holding info sessions both targeted at the general public and targeted at building maintenance staff.
1:19:20
And we're waiting to hear back.
1:19:21
The department was awarded $2,000,000 in federal funding for composting outreach.
1:19:25
As you know, a number of federal funding items may be in flux at the moment.
1:19:28
We have a plan in place to do substantial paid media with that funding if available.
Sandy Nurse
1:19:34
Okay, great.
1:19:35
Sharon, do you mind?
1:19:35
I have two questions.
Javier Lojan
1:19:36
Yeah, you go.
Sandy Nurse
1:19:37
I'm very fast.
