Council Member Shaun Abreu inquires about the $200 million in federal funding received by DSNY and its impact on the department's budget. DSNY officials explain the nature and status of this funding.
- The $200 million in federal funding was for spending that occurred prior to December 31
- $196 million was from the American Rescue Plan for waste export, and $4 million was for basket service
- This funding represented approximately 10% of DSNY's budget for the year
- There is no ongoing federal funding to support DSNY's operations in the baseline budget

What specific programs and services does the 200,000,000 in federal funding support and how critical is this funding to the SNY's overall budget?
Joseph Antonelli
2:07:48
Okay.
2:07:49
So the the $200,000,000 that we have in the budget this year, so first and foremost, that was all for spending that happened prior to the start of the new year.
2:07:58
So prior to December 31.
2:08:00
That money's already been spent.
2:08:02
A hundred and 90 6 million dollars of it was the American Rescue Plan's funding for waste export.
2:08:09
So that's all done.
2:08:11
And also there was some money for basket service approximately $4,000,000.
2:08:16
But there's no no risk or anything as that's all all done.
2:08:20
No ongoing federal funding to support.
Shaun Abreu
2:08:22
Did the preliminary plan account for another 200,000,000 to come in?
2:08:26
No.
2:08:27
So it's as if it doesn't exist?
Joseph Antonelli
2:08:30
No.
2:08:31
It's just that the $200,000,000 was in the budget for this year.
2:08:35
No changes have been made to the budget but the spending already occurred so we're not depending on additional money or anything going forward.
2:08:42
So it's all all done and it was up prior to the start of this calendar year.
Shaun Abreu
2:08:47
What percentage of DSNY's total budget relies on federal funding and how does this compare to previous years?
Joseph Antonelli
2:08:54
So in this particular year, so the $200,000,000 would represent approximately 10% of our budget.
2:09:03
But in the out years and base line, we don't have regular federal funding.
Shaun Abreu
2:09:09
This is all one time stuff.
