Commissioner Lojan explains new rules requiring Business Improvement Districts (BIDs) and supplemental sanitation service providers to stop placing bags directly on the street.
- The rule goes into effect on August 1
- BIDs and similar entities are held to the same standard as residents and businesses
- DSNY has offered multiple options for compliance, including stationary on-street containers, extra litter baskets, or direct trucking to sanitation garages
- DSNY has met with 66 of 76 BIDs to explain compliance options
- Enforcement will be lenient initially for those making honest efforts to comply

Residents and businesses can't put bags right on the street.

We are working with all bids in good faith, and many critics have come to see the importance of this program.
