Deputy Commissioner Patino explains the details of the new scaffolding permit renewal process and associated penalties.

  • More frequent permit renewals (every 90 days) to get regular feedback on work progress
  • Penalties will apply to all sheds, with some specific to Local Law 11 buildings
  • No penalties if building owners are taking steps to remove the sidewalk shed
  • Current renewal fee is about $130, to be paid quarterly rather than annually

Hi council member.
3:28:40
Hi.
3:28:41
There might be three pieces that you might be hearing about.
3:28:43
So one is more frequent permit renewals.
3:28:45
Our intention there is not to make the permit renewal process more onerous for building owners.
3:28:50
We just want more regular feedback in terms of the work that's happening in that building in furtherance of removing the sidewalk shed.
3:28:56
And the other two pieces you might be hearing about
Gale A. Brewer
3:28:58
The ninety days is what I meant.
Guillermo Patino
3:28:59
The ninety days, right.
3:29:00
And the other two pieces might be the penalties.
3:29:03
So some penalties will apply to all sheds, some penalties will only apply to Local Law 11 buildings.
3:29:08
But most importantly, you know we won't be imposing any penalties if a building owner is taking steps in furtherance of removing the sidewalk shed.
3:29:15
And we're looking to work with the building owners.
3:29:17
There's things like extension requests that they can avail themselves of.
3:29:21
We're gonna be, you know, taking a broad approach at what it means to be conducting work at the building.
Gale A. Brewer
3:29:27
It's a ninety day refiling fee for it's intro $3.93 a.
3:29:31
It's gonna be based on the current one year fee and amortized for the each ninety day period.
3:29:37
So it's in the rules, but what's the intention?
3:29:39
People feel they're gonna be paying more money.
3:29:42
And so I just think it's something to look at.
3:29:45
I I don't know if it was an unintended consequence of what we're passing or not, but council member Dinner was just, we're just, I mean I got, they're coming in right now, these folks.
3:29:55
So somebody has either indicated that this is what's happening and is sending down emails to get others to send them.
Guillermo Patino
3:30:01
So the current renewal fee is about a hundred and $30.
3:30:03
So that they'll have to pay quarterly rather than annually.
Gale A. Brewer
3:30:07
Okay.
3:30:07
Well, alright.
3:30:08
We'll have to talk about it further.
3:30:09
There's a lot of concern.
Guillermo Patino
3:30:11
Happy to work with building owners in your to address concerns because we'll have further internal conversations around implementation.
Gale A. Brewer
3:30:19
Maybe we have to do a new LS on it.
3:30:21
So.
