Kim Darga, Deputy Commissioner for Development at HPD, discusses the current staff capacity and project backlog situation in preservation finance.

  • There is still a backlog of projects, but HPD is cautious about overloading staff
  • Current staff are considered to be at capacity
  • Increased demand is seen in Mitchell-Lama co-ops and HDFC co-ops, which also have longer backlogs
  • HPD is trying to increase capacity specifically to move more of these projects forward

So we do still have a backlog, so we're very cognizant of making sure we're not ideally, to move through the backlog, you could try to assign more projects to the staff, but we just don't feel that we would be able to successfully manage projects that way.
1:08:20
So we think that staff are essentially at capacity right now.
1:08:25
And that's why as part of the City of Yes discussions, I know there was a lot of interest in making sure we're supporting some of the Mitchell Lama co ops, HGFC co ops.
1:08:36
That's also where interestingly we are seeing some of the highest demand and where we have some of the longer backlog.
1:08:43
And so that's where we in particularly are trying to increase capacity so we can move more of those projects forward.
