Acting Commissioner Ahmed Tigani outlines the process of project application, assessment, and approval at HPD, explaining how the new positions will help address bottlenecks.

  • Projects start with a pre-application to provide initial data
  • Project managers are assigned based on different term sheets and program areas
  • Physical needs assessments are required to determine the full extent of work needed
  • The process involves scoping the project, identifying funding needs, and resolving issues like tax arrears or title problems
  • New positions will help manage this complex process more efficiently

So I can start off and Deputy Commissioner can join me, but generally speaking, projects that come in are fill up pre application with us to give us initial data about their project.
1:05:10
Also at that point when we're ready to assign project manager, is one of the things this will help us do more readily, and there are multiple different term sheets and program areas.
1:05:20
Maybe you are a HUD financed building and so there's a certain term sheet for you.
1:05:24
If you're a rent stabilized building, there's a certain term sheet for you, not rent stabilized, etcetera.
1:05:30
In addition to that initial application, we ask people to put together a physical needs assessment.
1:05:36
Because if we're going to put money into a project, whether it's Reso A given by accounts member or if it's our own funding, we need to do and see the entire extent because we don't want that project to come back two or three years later.
1:05:48
So when we're in the project, we're looking at the full gamut of work.
1:05:52
And then everything that comes in later, it's about scoping the project, making sure the scope is responsive, identifying what funds we need versus that they're able to leverage or looking at questions like the rental collection in the building.
1:06:08
What their tax arrear situation is.
1:06:10
Do they have any title issues that's a problem for us.
1:06:15
And then trying to get all of that resolved to get to a closing.
1:06:18
But Kim, please.
