Yet every day, my office and those of my colleagues across the city are inundated with cases of landlords failing to fulfill necessary housing repairs.

In New York City, although tenants have the right to withhold rent until their apartments meet livable standards, those those simply exercising their rights often face eviction as retaliation from their landlords.

As a body, we must continue our work to mitigate soaring housing costs and alleviate the burden placed on nearly all New Yorkers.

That's why I'm proud that today we're voting on resolution one nineteen calling on the New York state legislature to pass and the governor to sign a sixteen twenty one s four zero ninety eight prohibiting property owners from filing eviction proceedings against tenants living in buildings with substantial unresolved housing maintenance violations.

By passing this resolution, we're sending a clear message to our colleagues at the state level and to all New Yorkers that the right to safe and stable housing must be prioritized.
