Chief John Esposito of the FDNY explains the coordination process among various agencies during and after fire incidents, responding to Council Member Joann Ariola's question.

  • For significant fires, interagency meetings are held at the scene to develop a plan for transferring control from FDNY.
  • Regular meetings continue for several days with representatives from HPD, DOB, and NYSEM.
  • For smaller fires, the process may be simpler, involving direct handover to the building owner.
  • Council Member Ariola expresses disappointment at NYSEM's absence from the hearing, emphasizing their importance in on-the-ground coordination.

And if you could just walk me through the coordination, you know, among your all of your agencies, from fire department and kick it to the the building's department, and then at the tail end, we get HPD.
0:39:34
So how does that work?
John Esposito
0:39:35
And, again, it depending on the the size of the building and the significance of the fire, but I'll I'll use the the Wallace Avenue Fire as as an example again.
0:39:44
So we we were on scene for hours, know, with that fire.
0:39:49
And as the fire starts to get becomes under control, we will have a, an interagency meeting at the scene in the street.
0:40:00
All our all the partner agencies will be represented, and we'll come up with the the game plan of how we're gonna how how the fire department is then gonna turn the scene over to whether it's a DOB marshals need to investigate.
0:40:16
And then for the next several days, we'll have meetings right there in the street a couple of times a day with, HPD, with DOB, with NISM, and and come up with come up with our plan.
0:40:29
On a smaller fire, again, taking a, a private dwelling, that just may be something right there with the owner of the building, where we give control back over to to the owner.
0:40:41
And, generally, there's less of a need to, you know, to have buildings or DOB, I'm sorry, buildings or a HPD there, to control the scene or even the police department.
Joann Ariola
0:40:55
Yes.
0:40:55
I've seen the coordination on the ground, and it and it really is a great coordination.
0:41:00
And and I've it really does then bring me back to my my disappointment that NISM isn't here because they were not just supposed to be here as part of the administration to like or not like the bills.
0:41:15
This is an oversight hearing.
0:41:17
And it was it's extremely disrespectful that they're not here because they are part of the on the ground team.
