Council Member Restler requests regular updates on child care voucher utilization to inform budget decisions. Administrator French discusses the timeline for gathering meaningful data and the challenges in providing early updates that could inform budgetary negotiations.
- The administration will track utilization closely to assess if their model is accurate
- Significant shifts in data are anticipated to start in June due to the application process and time needed for people to access childcare
- French indicates that data available by June may not be sufficient to inform budgetary negotiations for the current cycle

And just to for our benefit, you know, as these state budget negotiations are unfolding in real time, are you able to share with us updates on a monthly basis on people that are taking advantage of child care vouchers, mandated vouchers?
2:00:13
Is there an interval of updates that can be shared with the council so that if your modeling was more or less, was you know higher or lower than anticipated that we can adjust accordingly and and think creatively as imagine this is gonna be a depending on how they navigate this in Albany, this will be an important conversation for the city budget as well.
Scott French
2:00:36
Absolutely.
2:00:37
We can we can look at what would be the right interval to update on utilization as it relates to traffic.
2:00:42
We will be tracking it very closely to see if our, you know, trends analysis and sort of model is on the mark, under the mark, above the mark, so that that
Lincoln Restler
2:00:52
can You think we could anticipate like April and May and June updates to inform budgetary decisions?
2:00:57
Is that a I mean, I I I don't mean to put you exactly on the spot for the interval of the Right.
2:01:02
Updates or whatever, but but do you think we will be getting data updates from you this spring that can inform budget decisions?
Scott French
2:01:08
I think that we anticipate seeing significant start up shifts in this probably in June as we sort of start, right, the way in which the system works out also because people have time to determine if they need or access childcare through the application process.
2:01:26
So, you know, someone who applies say in April, right, and has a mandatory requirement, has that thirty days and potentially we could give them more time if they say they need childcare but have not been able to find it yet.
2:01:42
So we need a couple of months to actually have the system to
Lincoln Restler
2:01:46
raise.
Scott French
2:01:46
Just to
Lincoln Restler
2:01:46
realistically set expectations, you don't think we're gonna have much data that's gonna tell us much by June?
Scott French
2:01:50
I don't think that would be able to inform budgetary negotiations, I don't.
Lincoln Restler
2:01:57
That's helpful to understand.
2:01:58
Thank you for the chance to raise a slightly germane, but not exactly on topic question.
2:02:02
Thank you
Scott French
2:02:03
for the I was ready.
2:02:03
So
