Discussion on SNAP application process and benefit reapplications

Council Member Diana Ayala inquires about HRA's efforts to streamline the SNAP application process and the percentage of clients reapplying after denial. Administrator Scott French explains that while they don't have data on new applicants who reapply, they track recertification rates. For cash assistance, about 40% of those who don't recertify reapply within 90 days, while for SNAP, it's about 25%.

  • French clarifies that non-recertification is often due to applicants not returning forms or completing interviews, not because of ineligibility.
  • HRA closely monitors these trends to identify areas for improvement in the recertification process.
  • Various reasons for non-recertification are discussed, including failure to return forms or complete interviews.

Okay.

What is what is HRA doing to streamline the process?
0:40:14
Do I mind actually moving over to SNAP?
0:40:17
Can you tell us what HRA is doing to streamline the process and improve timeliness for public benefits applications including snap and what percentage of clients is HRA seeing reapply or reopening their cases after denial?
Scott French

Sure.

Thank you.

So currently, we we do not have data on people who are new applicants who then reapply given there's a variety of different reasons why someone might not have had the application go through the entire process.
0:40:47
What we do track is for individuals who do not recertify, who are currently on benefits, do not recertify, and then rejoin the reapply within ninety days.
0:40:56
I can say for cash assistance on average, it's about forty percent of those who do not recertify, reapply.
0:41:03
And for SNAP, it's about twenty five percent of those who do not recertify will apply within the next ninety days and be found eligible.
0:41:12
The reasons why people might not recertify can be a variety of reasons.
0:41:16
They may not return the recertification form.
0:41:18
They may not call for their on demand interview.
0:41:22
But the reason, you know, they they are off the caseload is because we didn't receive information from them on recertification, not because we found them to be ineligible and then they were ineligible again a little bit later.
0:41:34
So we track that very closely to see if there's any trends that we're seeing as well to try to identify if there's places where we can help streamline the recertification process.
