Intro eight zero seven a would require New York City's Emergency Management also known as NISM to develop guidance for safe evacuation before flush flash flood emergencies including information on when and how to safely evacuate the locations who seek refuge during these emergencies.

NISM would also disseminate localized emergency preparedness materials in locations that are prone to flash floods in order to increase public awareness on appropriate responses to flash flooding events and to increase registration to notify NYC.

Such efforts would involve in person outreach as well as mass mailings to targeted locations selected within the consideration of a history of flash flood events and the prevalence of subgrade dwellings.

It has recently been reported that the New York City region could face tens of thousands of homes being lost to flooding in the coming years, compounding the continued burdens on families and homeowners as well as exacerbate our city's housing crisis.

A study conducted by the non nonprofit Regional Plan Association estimates that as many as 82,000 housing units in the city, Long Island, and Westchester County could be lost by 2040 with a number of potentially ballooning to 160,000 by 2070.
