Deputy Commissioner Hershkovich-Kim explains the reasons behind the increase in referrals and lower acceptance rates for APS services.

  • Increased outreach and education efforts by APS have led to more referrals
  • Post-pandemic return to normal operations for community organizations and housing courts
  • Increase in referrals related to eviction cases
  • APS's role as a CityFHEPS provider may contribute to increased referrals

So there are different reasons why we believe that there are more referrals, but also more referrals for clients who may not be eligible.
0:32:20
APS have put a lot of effort in outreach and educational events to really educate community based organizations, the public, clients, and other entities of APS and APS services.
0:32:36
So that we believe that this is one of the reasons for increasing referrals.
0:32:40
In addition to that, during the pandemic, we have seen lower number of referrals for different reasons.
0:32:51
In 2024 and 2025 year to date, Seems like all of the community based organizations are back to pre pandemic operation, as well as the housing court and marshals actions.

So we see a lot of referrals that come to us with any with some type of eviction component.

And to add to that, the education that APS is a CDFHEP's provider may contribute for increase in referrals for us to assess if an individual may qualify for APS and potentially can be eligible for CDFAP subsidy.
