Carrie Hill, a mother from Greenpoint, Brooklyn, testified in support of Intro 1138 for daylighting intersections. She emphasized the importance of pedestrian safety, especially for children, and addressed concerns about budget and parking.
- Hill argued that implementing daylighting universally would be more cost-effective than studying each intersection individually.
- She suggested that regulating ride-hailing apps like Uber and Lyft could help address parking concerns.
- Hill expressed strong support for passing the daylighting law, thanking Council Member Julie Won for introducing the bill.

Hi, I'm Carrie Hill and I live in Greenpoint, Brooklyn and I'm also here in support of eleven thirty eight Daylighting.
3:36:42
I'm a mother of an eight year old son And when I think about it, every time I cross the street, I make him stand behind me so I can look, and then he's allowed to cross.
3:36:53
And in a year or two, he'll be navigating the streets by himself, going to middle school, and I just think, how is he going to cross the street safely?
3:37:00
It just seems impossible.
3:37:03
I wanted to make two points about the budget concerns and parking concerns.
3:37:08
It seems like the DOT's process is to take everything so piecemeal and to study everything, and I would argue that it would be cost saving to just have a law that says we're gonna do daylighting.
3:37:21
You don't have to independently study every single corner.
3:37:25
We like it.
3:37:26
And if it takes you ten years, you know, whatever it takes, as long as you're not wasting time deciding whether or not to do it, I would say it's cost saving and time saving.
3:37:36
Also, the parking concerns, I do feel like a lot more people got cars after COVID, and maybe we'll start to go the other direction.
3:37:43
But I also agree, the more parking you have, the more it gets filled up.
3:37:47
And we also have a lot more cars on the road with Uber and Lyft.
3:37:51
They're idling in parking spots waiting for their next, you know, customer, and perhaps the city should look into regulating those apps a bit.
3:38:00
That might help with the parking as well.
3:38:02
But mainly, I'm just really in support of passing this law.
3:38:05
So thank you so much, Julie Wan, for bringing this bill.
