Council Member Chris Banks raises concerns about the impact of the Commercial Waste Zone (CWZ) system on small independent carting companies. Acting Commissioner Javier Lojan provides statistics on the distribution of carters by size and their market share.
- The CWZ system was designed to include carters of all sizes.
- 10 small operators (serving less than 1% of customers each), 7 medium operators (1-3% of customers), and 9 large operators (more than 3% of customers) are included.
- Small operators are present as awardees in future zones, indicating some level of inclusion for smaller businesses.

With the CWZ system assigning zones as a limited number of approval carders, what will be the impact on the small independent cardering companies that were not selected?
1:16:10
And are there any efforts to in place to support these mom and pop businesses or does this effectively force them out of the industry?
Javier Lojan

So I I I can take that.
1:16:23
So council member, so it was designed to take all carters from all different types and sizes.
1:16:32
I'll give you some stats here.
1:16:36
So 10% I'm sorry 10 of the Carter's are small operators, which each of them serving less than 1% of the waste customers.
1:16:48
Seven of them are medium operators and they're serving one to 3% of the customers and then nine are large operator and they're serving more than 3% of the customers.
1:16:58
So together they're all serving about 82% of all the commercial waste customers but the 10 small operators are in awardees and have presence in future zones.
