Council Member Sandy Nurse questions DSNY officials about the decision to pause enforcement of composting regulations. The discussion covers the origin of the decision, the lack of quantitative data on complaints, and the unclear timeline for resuming enforcement.

  • DSNY claims the decision was based on anecdotal complaints from residents
  • There is no specific timeline for resuming enforcement
  • DSNY continues to issue warnings and maintain composting services

Thank you chair.
1:04:25
Just for the composting, the pause on it, can you can you state for the record, Mayor Under Oath, did this order come from DSNY up or from the mayor's office down?
Javier Lojan
1:04:40
So I think it was a combination.
1:04:44
We have heard from residences when, we were out there doing collections Mhmm.
1:04:51
And that was one of the things that we saw some of the confusion as far as the types of, you know, containers that they can use, that they, you know, that they can use plastic bags, know, things like that.
1:05:05
So I think it was one of the things that, you know, we felt and supported.
Sandy Nurse
1:05:09
Do you have was there like a quantitative like how many number of complaints you all had?
Javier Lojan
1:05:14
No.
1:05:14
We don't have that
Frank Marshall
1:05:15
right now.
Sandy Nurse
1:05:15
Okay.
1:05:15
So just loose anecdotal complaints.
Frank Marshall
1:05:17
Correct.
Sandy Nurse
1:05:18
And so the the order to stop came from you all?
1:05:23
Correct.
1:05:24
From DSNY?
1:05:25
Yes.
1:05:26
You issued some kind of communication requesting it to stop?
1:05:30
Coordination.
1:05:31
I just want to be very clear.
1:05:32
Right.
Javier Lojan
1:05:33
Well I think I think one of the things we have to step back and look at is that we are still issuing warnings which look like summonses.
1:05:43
They have a lot of information and we're not stopping service.
1:05:47
And I think that it got a lot of attention when we first rolled it out and I think people are aware of it now.
1:05:54
We're gonna continue to do that.
1:05:56
And as long as we're continuing service, that's a big part of it.
1:05:59
We're not stopping service.
Sandy Nurse
1:06:00
For a position that you will not put a implementation, an enforcement period back on the on the books?
Javier Lojan
1:06:06
I'm sorry.
1:06:07
Can you repeat that?
Sandy Nurse
1:06:07
Are you planning to enforce this again?
Javier Lojan
1:06:11
That is the plan in the future.
1:06:12
Correct.
Sandy Nurse
1:06:12
Do you have a time period?
Javier Lojan
1:06:14
I don't have a timeline yet.
Sandy Nurse
1:06:15
Okay.
