Michelle Lee testified about the proposed rezoning of 166 Kings Highway in Brooklyn, expressing opposition to the initial R7X zoning proposal and support for the compromise R7A zoning. She highlighted community concerns about parking, infrastructure, and school overcrowding that would result from higher-density development.
- The initial proposal was to rezone from R6B to R7X for a 189-unit development with 30 SAAR (senior affordable rental) units and 27 parking spaces.
- Community members opposed R7X zoning due to concerns about parking, sewer system overload, and school overcrowding.
- A compromise was reached to pursue R7A zoning instead of R7X, which was supported by Community Board 11.

Oh, okay.
1:43:45
Sorry about that.
1:43:46
I thought it got cut off.
1:43:48
So good morning, committee members.
1:43:50
Thank you for giving me the opportunity to speak today.

Councilwoman Susan Zhang initiated in good faith to build a % senior affordable rental apartments, also known as on a vacant lot at 166 Kings Highway near where she lives to help the senior people.
1:44:08
The developer applied to increase the zoning from current R6B to R7X when the developer presented his proposal of 189 units including eight thirty SAAR units with 27 parking spaces.
1:44:24
Dozens of fellow citizens from the community strongly opposed the plan because the proposed r seven x zoning would exasperate existing streams on a community including parking surges, which are already a daily struggle for residents.
1:44:38
We have, a lesson to learn from this.
1:44:41
On West Fourth Street and Avenue P in Brooklyn, because the building is close to the subway and the building does not provide parking spaces, every night there are a total of around 14 cars that will park on each side of Avenue P causing traffic problems at night.
1:44:57
In addition, R7X zoning would also cause overburdened sewer system leading to frequent flooding and infrastructure failures.
1:45:06
R7X zoning would also cause overcrowded school where resources are stressed in and will cause children education to suffer from this.
1:45:15
When council missus Zhen Huang helped heard of the potential harm it would cause to the community, she gave up on the power plant.
1:45:23
Developer also compromised and abandoned the seven or the r seven x plan.
1:45:29
Community board eleven therefore rejected r seven x plan and proposed r seven a instead.
