Speaker Adrienne E. Adams introduces a package of legislation aimed at regulating non-essential helicopter flights to mitigate noise pollution and improve safety. The legislation comes in response to a significant increase in noise complaints and recent helicopter-related incidents.

  • Resolution 233-A: Calls on the FAA to ban all non-essential helicopter travel over New York City.
  • Resolution 226-A: Urges the state to prohibit certain non-essential flight operations at municipal heliports and Hudson River Park.
  • Resolution 85-A: Calls for a noise tax on non-essential helicopter and seaplane flights in large cities.
  • Introduction 26-A: Prohibits helicopters that don't meet FAA noise standards from operating for non-essential purposes at specific heliports starting in 2029.

Resolution two twenty six a sponsored by council member Gail Brewer calls on the New York state legislature to pass and the governor to sign a dot sixty three eleven s dot seventy three eighty one, which would prohibit certain nonessential flight operations at municipal heliports and Hudson River Park.

Resolution 85 a, sponsored by council member Gennaro, calls on the New York state legislature to pass and the governor to sign a dot five eighty nine one s dot eleven forty which would establish a noise tax on non essential helicopter and seaplane flights in cities with a population of 1,000,000 or more.

And introduction 26 a sponsored by majority leader Amanda Farias would prohibit helicopters that do not meet the most stringent FAA noise standards from operating for non essential purposes out of the East 30 Fourth Street Heliport and the Downtown Manhattan Wall Street Heliport beginning at the end of twenty twenty nine.

Additionally, the bill would require EDC to report on the percentage of flights at these two heliports that do not currently meet the noise standards that will be enforced in 2029.
