I haven't followed it at all other than as an issue I know between the council and the administration about the charter revision commission affecting the legislative proposal to increase advice and consent that would have to go on the ballot, but I've not studied the proposals at all.

I don't recall whether any of the proposals expanded as opposed to modified, but they were not proposals as I viewed them intended to reduce the powers of one branch over another.

They were intended to address mutual concerns about how to pass a budget and under what circumstances and how to pass a tax increase and under what circumstances.
