Nicole Plumber, a deaf community advocate, testified about the lack of progress and engagement from the Office of Technology and Innovation (OTI) regarding the implementation of Next Generation 911 (NG911) and text-to-911 services. She expressed frustration with the department's failure to collaborate with deaf advocates since June 2020.
