We would only ask that there be a narrow exception applicable when the juvenile is suspected of committing a class a or class b violent felony, and the investigators have received permission from the chief of detectives.

But in a situation in which a juvenile is, for example, a suspect in a murder or rape, the chief of detectives should be allowed to authorize an otherwise lawful collection of DNA from a juvenile pre arrest.
