Gus Sirakis, Deputy Commissioner for Development and Technical Affairs at the NYC Department of Buildings, provided testimony on the department's role in issuing certificates of occupancy, including temporary certificates. He explained the requirements for obtaining both final and temporary certificates, the expiration and renewal process for temporary certificates, and the coordination with other city agencies.

    • Approximately 15,000 final and initial temporary certificates of occupancy were issued in the last fiscal year.
    • Temporary certificates of occupancy generally expire after 90 days but can be renewed.
    • An expired temporary certificate is considered an administrative issue and does not necessarily indicate that a building is unsafe.
