Council Member Abreu inquires about DSNY's methods for tracking, monitoring, and controlling overtime usage. Acting Commissioner Lojan explains the department's procedures for oversight and authorization of overtime.
- DSNY isolates and reviews the top 100 overtime earners monthly
- Bureau heads must get authorization for overtime from senior leadership
- Auto mechanics continue to have high overtime due to staffing shortages, but new hires are expected to provide relief
- Snow season contributes to increased overtime for maintaining equipment

better.

How does DSNY track and monitor excessive overtime usage by employees and what safeguards are in place to prevent abuse of overtime pay?
Javier Lojan
0:33:07
So along with the support of Deputy Commissioner Antonelli, we isolate the top overtime earners.
0:33:17
So historically we used to have the top 50, now we expand Delis to the top 100 and we go line by line every month and some of them are justified.
0:33:31
Example, auto mechanics run overtime in order to keep you know up with our down rates, but we evaluate every position and on top of that every bureau head is required to get authorization from either myself or DC Antonelli on any overtime related to that.
0:33:48
So that's how we keep track controls with that.

Thank you.

Are you finding that those who have been isolated to the highest overtime, Have you seen progress in those individuals by and large, those overtimes going down over over say the past year or so?
Javier Lojan
0:34:05
So with the auto mechanics which is the majority of them, we haven't seen that as much.
0:34:10
Like I mentioned before working with OMB, we've just in December, we started hiring some of those positions.
0:34:16
I believe we were 31 heads below our the same period of October 23 head count, which is when the pegs began.
0:34:25
So now we're starting to fill some of those positions.
0:34:28
So I think when the next few months, once we actually fill them, we're doing hiring pools, we'll start to see some relief from that.
0:34:34
And also snow season contributes to that because now we're focused on keeping the snow equipment up and also the, you know, the frontline vehicles like collection, dual bins, and mechanical brooms up at the same time.
